Add platform code to create network interface (xlr-net) for XLR/XLS
boards.

 This patch has to be merged through MIPS tree.
 This patch depends on patch [PATCH v2 1/2] NET: ethernet/netlogic: Netlogic 
XLR/XLS GMAC driver.
