Sure, but since CONFIG_HOTPLUG=y and CONFIG_EXPERT=n are the
defaults, disabling CONFIG_HOTPLUG should show up in the miniconfig.

Ah, wrong file pattern. They're stored in the "configs" subdir, not in "config".
