CONFIGs are ugly.  I think it is better to add just:

if (board_nmi_handler_setup)
        board_nmi_handler_setup();

Define board_nmi_handler_setup and function pointer in traps.c
with NULL default value.

Each invidual board then decides whether it wants to initialize
the pointer to something meaningful or not.
