No boot blocks.  As per standard ARC does not support boot blocks.  Not
that I know of _any_ ARC implementation that doesn't massively violate
the ARC standard.  Did I mention that the ARC standard document is (C)
by MS ...

The new solution will be a single file which can be executed from the
ARC command line without having to use a tool like Milo.
