Log message:
        Remove #ifdef __ASSEMBLY__ assembler wrapper from intr.h; no assembler
        code uses this file.  In particular the empty #else was eye insulting.
        Reformat HUB access macros; make then safe against side effects.  Sort
        interrupt numbers in increasing order.  intr.h interrupt numbers were
        documenting the IRIX & PROM use of interrupts; remove the IRIX numbers
        and move the ip27.h numbers there instead.
